The region of Zebulun and Naphtali had suffered terrible afflictions throughout its history. It was called Galilee of the Gentiles both because of its close proximity to non-Israelite nations and because of the mixed population. These tribes, as well as the tribe of Asher, had chosen to settle there upon entering the Promised Land but had not been able to completely expel the Canaanites (Judges 1). Generations later, Assyria deported the population and established foreign populations in their place. Returning from the Babylonian exile, Judah had settled there again.
But the challenges continued. A century before Jesus' arrival, an attempt was made to reclaim the land so that the Jews could settle there again. It was in this region, which had known so much darkness, that Jesus carried out the bulk of his ministry. Matthew saw in it the fulfillment of Isaiah's prophecy (Isa. 9): that the people who walked in darkness saw a great light.
And in the following we understand that this prophecy has a double application, natural and spiritual, because the whole world remains in darkness and Jesus is the light that has come to us.
